Members of the Uganda literacy learners association have petitioned parliament over the negligence of adult literacy in the country. The Petitioners want parliament to raise its voice on the lukewarm response to calls for scaling up adult literacy education. They say, scaling up adult literacy presents to them opportunities for personal development and improvement of the country.
In Uganda 1 in 5 persons over the age of 5 years has a disability (Demographic and Health Survey 2006).

Affirmative Action in Adult Literacy
There is a lack of information about the literacy of people with disabilities (PWDs) in Uganda. However the 2002 report UGANDA POPULATION AND HOUSING CENSUS Analytical Report: EDUCATION AND LITERACY states that only 35 % of women PWD’s were literate, compared to 62 % of the males.
