Does this video prove that disability is not inability?

According to the social model of disability persons with disabilities (PWDs) are disabled by barriers that are are created by the environment, culture or society they live in (see The Social Model of Disability: Education in Uganda). When these barriers are removed: Disability is not inability. Is that correct?
Does the man in this video face barriers because of his disability? Does he prove that "disability is not inability"?
At the end of this video the reporter concludes with a negative stereotype: 
"It is very common that many people with disability wallow in self pity." Is this statement accurate or is this another example of the social barriers that PWDs face?
