My response was:

Why is it that PWD's form 12.4% of the population? That is rubbish! The Demographic and Health Survey 2006 shows the figure to be 20% of the population. 


In 2014 the Census figure drops to 12.4% because only 4 of the 6 basic questions of the Washington Study Group are asked to determine disability. Consequently a huge amount of PWDs are missed, (See How is disability measured in Uganda? for a more detailed discussion).
