Know Your Rights 19: The right to vote

The Ugandan Bill of Rights, Chapter 4 of the Constitution of Uganda, details the rights of all Ugandan citizens. Whether you are a person with a disability (PWD) or not, all these rights are yours.

Article 38 of the Constitution of Uganda states that you have the right to choose your government and take take part in government either individually or through elected representatives.  


If you are a PWD then you have the  right to vote. That means that your vote counts the same as anyone else. The place where you vote should be accessible to all PWDs. It moreover means that parliament and local government offices should be accessible. Accessible means that ramps and lifts replace stairs, sign language interpreters are available and all literature is written in braille.

Article 38 of the Constitution of Uganda is written like this:
38. Civic rights and activities. 

(1) Every Uganda citizen has the right to participate in the affairs of government, individually or through his or her representatives in accordance with law. 

(2) Every Ugandan has a right to participate in peaceful activities to influence the policies of government through civic organisations.
